The central concern is the management of flooding, dikes, banks and drainage. The Court of Sewers was responsible for enforcing obligations on landowners and communities to maintain the physical infrastructure protecting agricultural land. Volume II is a documentary record of how communities and landowners in the Lincolnshire fens dealt with the constant threat of water. It reveals the practical workings of Tudor local administration—who owned the land, who was responsible for each bank or ditch, what repairs were ordered, what penalties were imposed, and how the costs of flood prevention were distributed.
